"We, the residents of Windsor Hall, in order to provide for a stable and continuing House government; to establish and maintain law, order and proper management of affairs pertaining to us all; to uphold the laws of the land and the rules and regulations of the University, and to help make clear the rights and responsibilities of each of us individually, and all of us collectively; do establish this constitution for Windsor Hall under the authority vested in each residence of the document of May 1989, entitled Policies And Procedures For Student Governance by the Board/Senate Committee on Student Discipline which provides for the establishment of a constitution and by-laws for each residence of more than 24 students."
